Unfortunately icefaces do not have a component that support this functionality.

Disable the partial submit on the component.
In the backing bean include the lib in initialization method or constructor.

Did you try to using CSS selectors? Ex with JQuery you can try jQuery('div[scrollHeight=500]')

Post the actual output html that is rendered and highlight the element you want. We can give a shot at it.
Does the JavaScript function myJS is being invoked after event?
Did you try implementing DisposableBean Interface?
Other Option: Use Javascript ajax call to notify the server to kill the thread by capturing onBeforeUnload event.

If you using facelets then el tags work if not the script tag does not support el expression.

If the path is dynamic then use JavascriptContext.includeLib(String, FacesContext);
